First, penalties from the Military Recruitment Center, then confiscation of cars and housing: Ukraine will take a tough stance against 'draft dodgers'.

More than 1,500 accounts in Poltava region blocked for violations of mobilization rules
According to data, as of May 1, 2025, territorial recruitment and social support centers in Poltava region issued more than 1,500 rulings to block residents' bank accounts due to violations of mobilization rules.
As reported by Suspilne, in case of non-payment of the penalty for administrative violation within 15 days from the moment of receiving the ruling, according to articles 307 and 308 of the Code of Ukraine on Administrative Offenses, coercive measures are applied to debtors.
The enforcement service receives the ruling and blocked accounts, collects double the amount of penalty and imposes additional costs on debtors. The surface of the enforcement proceedings includes seizure of funds from debtors' accounts and their property.
Property may be seized for the needs of the Armed Forces of Ukraine
If the amount of debt does not exceed 20 minimum wages, then housing and land remain in civil circulation. However, in case of non-payment of debts, property may be seized or even confiscated. Cars or real estate may be transferred for the needs of the Armed Forces, according to the law 'On the Legal Regime of Martial Law'.
Items of daily use, personal belongings and other necessary items, such as food, clothing, medicines, rehabilitation devices and certain equipment cannot be seized. Property that is not subject to confiscation includes awards, commemorative tokens and items related to religious beliefs.
