Passports and ID cards have sharply increased in price: how much Ukrainians will pay.

The State Migration Service of Ukraine has provided information about changes in the cost of issuing passports. From January 1, 2025, the cost of issuing some important documents has increased.
The changes concern the cost of biometric ID cards (internal passports), foreign passports, documents for temporary residence, and documents for permanent residence.
The price increase is associated with the price review of biometric document blanks by the document manufacturer - the 'Ukraina' Printing Plant.
'Starting from January 1, 2025, the State Enterprise 'Ukraina' Printing Plant has changed the cost of blanks for certain biometric documents. As a result, the overall cost of issuing a passport of a citizen of Ukraine in the form of an ID card, the passport of a citizen of Ukraine for traveling abroad, as well as residence permits for temporary and permanent residence in Ukraine, has increased,' the message states.
It is important to note that obtaining an ID card for the first Time remains free of charge.
For reissuing an ID card, there are two options - standard processing (up to 20 working days) costs 558 hryvnias, while expedited processing (up to 10 working days) costs 928 hryvnias.
A foreign passport can be obtained for 1042 hryvnias with standard processing (up to 20 working days), or for 1682 hryvnias with expedited processing (up to 7 working days).
For foreigners, a permanent residence permit costs 1175 hryvnias, and a temporary residence permit costs 1080 hryvnias.
The cost of each document includes the payment for administrative services, the cost of the blank, and in the case of residence permits - the state duty.
If a person managed to pay for the services and submit an application for obtaining documents by December 31, 2024, they will receive them at the old prices. However, if a person only paid before December 31, 2024, but did not submit an application, they will have to pay the difference according to the new rates that will be in effect at the time of application submission.
