Zelensky Changed the Composition of the National Security and Defense Council - Who is Included in the List.

President of Ukraine Volodymyr Zelensky has made changes to the composition of the National Security and Defense Council. As is known, the Secretary of the body is former Minister of Defense Rustem Umerov.

This is evidenced by the decree of Volodymyr Zelensky published on July 19, 2025.

New Composition of the National Security and Defense Council

The National Security and Defense Council is headed by Zelensky himself. Also, according to the changes to the composition, the following were included:

• Halushchenko Herman Valeriyovych - Minister of Justice;
• Hrynchuk Svitlana Vasylivna - Minister of Energy;
• Yermak Andriy Borysovych - Head of the President's Office;
• Zahorodniy Anatoliy Hlibovych - President of the National Academy of Sciences;
• Ivashchenko Oleg Ivanovych - Head of the Foreign Intelligence Service;
• Klymenko Ihor Volodymyrovych - Minister of Internal Affairs;
• Kravchenko Ruslan Andriyovych - Attorney General;
• Lяшko Viktor Kyrylovych - Minister of Health;
• Maluk Vasyl Vasylovych - Head of the Security Service of Ukraine;
• Marchenko Serhiy Mykhailovych - Minister of Finance;
• Pysniy Andriy Hryhorovych - Head of the National Bank (by agreement);
• Pronin Filip Yevhenovych - Head of the State Financial Monitoring Service;
• Syvridenko Yuliya Anatoliivna - Prime Minister;
• Sybiga Andriy Ivanovych - Minister of Foreign Affairs;
• Syrskiy Oleksandr Stanislavovych - Commander-in-Chief of the Armed Forces of Ukraine;
• Sobolev Oleksiy Dmytrovych - Minister of Economy, Environment, and Agriculture;
• Stefanchuk Ruslan Oleksiyovych - Chairman of the Verkhovna Rada (by agreement);
• Fedorov Mykhailo Albertovych - First Deputy Prime Minister for Digital Transformation of Ukraine;
• Shmyhal Denys Anatoliyovych - Minister of Defense.

Let us note that the president's decree is valid from the day of its publication.

Recall that on Friday, July 18, Zelensky signed a decree appointing Umerov as Secretary of the National Security and Defense Council. At the first working meeting with the NSDC Staff, the former Minister of Defense explained what he would be doing in the position.

We add that there have been rumors for a long Time that Umerov might become Ukraine's ambassador to the USA. However, Olga Stefanishyna was appointed to this position.

Changes to the composition of the National Security and Defense Council indicate the strategic intentions of the President of Ukraine Volodymyr Zelensky regarding the strengthening of national security and effective management of the affairs of the country. Reforming the NSDC may affect key decisions in the areas of defense, economy, foreign relations, and other important aspects of the state's life.
